More chance to craft

I would like to know if a crafter lvl 78 and 10 % have the same chance to craft  a weapon / jewels or armor  than a crafter 80 and 100 %? It just depend of % of the recipe?
Of the % and lvl of crafter?

I've tried lots of 60%/70% crafting with my crafter from 50's to 70's and also at manufacturing shops but I don't see the difference.

Btw, I don't think 80 and 100% char has lower chance so why not make it 80 and 100% ?

Any depend of the % of the recipe? Not of the % and lvl of the crafter it is on?

60% recipes for Armor/weapon are supposed to succeed 60%. 70% for jewels. It's written on the recipe. xD
