Dynasty Parts/Recipes INFO !

Anyone knows if on dragon present npc - legendary blacksmith  Shadai - wich upgrade dynasty set (not dnet) - he making 2x times upgrades -1 for a.tomes and second for quest with can take from Matras. Matras present -but Shadai i not saw - but shadai must upgrade and selling forgotten scrolls. Matras no have any talking info to try take quest -so Matras buged, but why no Shadai exist?
In google said Shadai spawn in 24:00 game time -but i tried a lot of times and not saw him.
Next question - if got key of evil eye -from steel citadel keymaster what else need to teleport inside steel citadel -i saw - some people can tp inside from moonlight tombe - but when i try talk - nothing happend?
