actually some enchant passiv work, i tried then some time ago on laymedown, i tried one actually, and it worked.
Tho for arcane agility power on c speed i saw no difference on stats, anyone knows if its bugued etc? since nimradell told me his +2 arcane agility was adding way more c speed

Like it's possible that +2 adds "way more" cast speed, what happens if you make it +16 enchanted than? Instant cast? lol

This is not so obvious 
Look enchant route of summon! +0 -> +1 is +1 lvl for your summon ! +1 -> +2 and almost no change ...
Maybe enchant route for this skill is the same. Who know...

Some passive skills enchants are dumb, so look closely when u enchant on +1 or +2. Because +1 boost evasion adds 1 evasion and next +1 evasion is only on +10 enchant

i would consider + 30 -50 c speed like way more c speed i doubt it ll be instant cast tho

Some passive skills enchants are dumb, so look closely when u enchant on +1 or +2. Because +1 boost evasion adds 1 evasion and next +1 evasion is only on +10 enchant

if u talk about evasion, its obvius that wont rise ur numbers much...1 point more of evasion is a lot(not that much but is smth)....

but like miotelka says, quick step /boost attack speed/dagger or bow masteries/etc  dosnt work....
