i broke 9 skills 1 week ago ;] +9-12 maybe coz of my lvl im 80 maybe its too low to make skills more then +10 dunno but now i have to enchant it again :<

this is my guess:
enchant skill rate for lvl 79 or less got decreased, but such change didn't get reflected on the npc dialog
(meaning: it says that the rate is 97%, can't remember for sure, but it is somewhat lower)
