imroved critical and magic

HI any1 knows what lvl I need to learn these skills?
I have lvl 70 Im on shillen saint stats , I double click forgotten scrolls and nothing happens, just shows a massage that improved critical cannot be used due...
Is it bug or Im doing something wrong?

It's bug or different from official anyway. I learned them on 78.

my 74 PP can't learn improve buffs either so probably..75 ~ 78

Just to let know, since My SE reach lvl 74 I'm trying at many times to read improve book's, only wen she came to lvl 76 It works. I dont know how but now I have my improve skills
