clan skills should be affected by Rank, so when somone have viscount can use more skills than somone with knight ?right

now is that everyone (except academy) can use all skills, this makes ppl lazy dont try show iniciative in clan to get beter rank.
Rank system was developed, to promote some clan members, when all skills have everybody ,this system dont work:(
