Well seeing as the server rolls back (even only a very tiny bit) everytime the server DC's perhaps you should start by looking at thoese players who have recently OE'd there weapons a lot. Not accusing anybody just suggesting its a theory, I remember I similar thing to this happened on dragon before.

Enchants doesnt have anything with this crashes and oposite, crashes doesnt affect on enchanting rate.
