Archon of Halisha in 4s

Archon of Halisha in four sepulcher its supposed to give quest item to all  party members who has quest but,he is not splitting in right way the quest items to who need.
Example : today we had 2 players in party who need quest items and, only 1 of them get it.
The weird thing its that 1 guy get 2x quest instead of 1  and the other 0.
I heard from ppl this server sometiems Archon doesnt give the q item to anyone when it shoud be 100% chance.
Same problem to the Four Globlets q item which is 100%  in 4s.

I hope to have added enough detailed info to fix this problem asap, thx.
