shield def vs skills

hello i have question... i am wodering  how succesfun shield defence affect on skills? till now i thought when shield deffence is succesfull during normal attack shield def is added to p def and ofc dmg is decressed but when shield defence is succesfull dureing skill i thought at least from my observations till now dmg of skill is 1/2. Mby i am wrong thats why i ask cuz now i sow that skills dont make 1/2 dmg anymore ;p seems like make normal
