Touch of shilen not working

hi  after all this change i notice touch of shilen not works at all fixt it pl0x
and what with the skill deley this  sax

you need to use Pain of Shilen and after ToS

for example flame icon(pal skill) and insane crusher(da skill) works  (still nefred but works!)

i tested touch of shilen, touch of eva and flame icon sometimes works and sometimes u cant use them (ofc u have to use evas will, pain of shilen and spirit of the phoenix before)

He obviously uses pain of shillen before using the touch of shillen, is not like it's the first time using the skill....

P.S: tested with my brother's char and its indeed not working.
