I had this problem also.So u need make this enter folder  : \WINDOWS\system32\drivers\etc\hosts
And prolly there u have sites added by russian server and it overite u all time dragon network site.
File inside  should look like this :

So delete all what u have bellow this and it should work good.If this not help check registry if there is some redirections to this russian sites.

The russian edited the host. Every major l2 server url is there and once you type it will redirect you to their site. ( lol big brother ) just that list, all will be good, just like Megazord said
