skill success rate problem!

Hi to everyone!
The matter is that i have enchanted stunning shot +13 chance, but it success rate looks like non-enchanted stunning shot...
I want to know with what it is connected.

I know ppl with stun +16/17 and landing rate close to lethal shot

+1 i did stun +15 on my archer in lvl 82 ... better del. ur char xD

btw fix this foken cancel the 1st buff removes is Haste wtf ? Is like always removes haste mayby sometimes DONT remove any other buff BUT haste gone wtf want me to do in oly and not only  with fighter class (not dagger) with 600 atck.speed make stun land 50% 50% or smth cose with Rb set + con dyes + dnet is almost inmpossible Stund land to anyone even if +15 or more is pathetic really...
