EE skill enchant

dunno how is it for others, but i cant enchant my skills on EE stats. ofc i can try on SWS but i'll report it anyway
so here is the NPC ( http://durex.forumclan.com/t34-guide-enchant-skill-location ) (also other NPCs say that they cant enchant my skills)

and when i click on enchant skills i get: nothing. it isnt even saying to gtfo or anything

PS.: checked on SWS, same.. i cant enchant skills, but my friend logged with my char and he could enchant..so something is wrong on my PC, any suggestion? i did full check.
