Quest golkondas/Astral

After yesterday restart ('Astral fix') quest golkys appeared, but horn still goes randomly to ppl in party whose got last hit. Problem is char without quest with subbed allretails/main still can get horn.

At Astral, still you cant switch between retails? It's for purpose, or? But option for it remain.
Where I can upgrade OLD STYLED SUBCLASS CHAR ?

BTW> On UPDATER when you click on 'EVENTS' its shows up an error. For Dragon its bugged at all, but to see other servers you have to click on other option, switch on another server then dragon and then finally you can see your server stats for hb for example
