elemntal / atr def

well i wanted to ask few thing about atr def.
before garcia gm publish here article about atr in dragon network, there it say that every amount of atr you put on armor will give you some def no metter how small it is, now i checked it before garcia and it was not true, if i hit my char with wind power, it give X dmg, when i put armor part with wind def 30 , same dmg on char.
now in garcia i try to make same test, but in garcia i never hit same dmg , so i cant check it.
what your thoghts about it ? you think if i make every pat of my armor diffrent atr it give me little def from all or it not work like this?
