It s pretty easy to find out wether sps/ee needs a boost or not.
If the legendary Nitopami still is playing his almighty piece of garbage, then sps/ee is perfectly fine

so I cry too for boost SPS/EE because now really few people play this char.

Your last words were the essence " plese check if u can do something" I can throw back this words. So man, check if u can do something!
First of all:
1.  good oe weapon,
2. 540 attribut is a must, without it u can only kill your brain, but not enemy.
3. wild magic passive augument is welcome
4. oe arcana power - enchanted +15 gives 33% to m atak (+8% additional)
5. +30 hydro to power is welcome, dont tell me its expensive, farm fortress, and for sure u will get enough gcm
6. Vesper robe +3 is ok, but u need all parts 240 (ofc diffrent attribute each - sorry I suspect u have rather low knowledge about l2)
 * dnet robe +6 is cheaper, even +8 u can buy cheaper 240 attribut, and it gives more p def, and more HP points
7. If u play mass pvp, choose target wise, no need to broke fingers all the time attacking tanks....lol. Try to remember what ppl u hit strong.
8.  If u play 1 vs 1, mostly u lose cause \;
  a) lacking of expiriance fighting with specific class.
  b) lacking attribute vallue in set or not full water 540 in your weapon
  c) not proper buff
  d) not useing  Enlightement....

and now some sketched an approximate maths betwen sps and sh:

dyes +4 int, +4 wit both chars, lets say  the Highest is 100%
dark elf:   48 int /  23  vit / +4 int  gives +29% m atak to basic +4 vit  =>+21%
elf:           41 int /  28  vit / +4 int gives +21% m atak  to basic +4 vit  =>+25%
human:   45 int /  24  vit / +4 int gives +25% m atak to basic  +4 vit  =>+22%

elf cast speed = 100%         elf m atak =  53%
dark elf cast speed = 73%   de m atak = 100% (+25% empowering echo)
human cast speed = 84%   hu m atak = 78,5%

for me it looks like everything is perfectly balanced, even if balance is in this way +1% cast speed for sps = +2% m atak for sh. Practise shows that its still more advantage for sps. That's why NCsoft have implemented empowering echo for SH which gives +25% m atak and consume  35% more mana. But still SH is not so good as sps at oly. At any pvp i think there is some kind of balance betwen mages.
Focus about everyting what can make your char stronger, if u make everything that is possible, than consider to swear about something....but than u wont have any reason

P.S. I'm playing sps/ee since C4, and i'm really happy about my char.

4, you are right I was doing it from my memory, at C4 arcana power was 25%. Now its +30% (at least so is wriiten), but they count this wrong
I have log in now, buffles I have 2441 m atak, after turning on arcana power i have 3261 -> it's not +35%
2441 +35% from 2441 =  ~854.35  so we should have 2441+854= 3295
but I have with arcana power 3261 which is excatly +33,6% from 2441
same with not enchanted arcana power it gives excatly 27,3%
take pencil + paper, and check this out. Wtf we are fighting for few %? Problem is that this guy can't play his char.
5. was lazy to check what enchant will be better for me, I only checked that the best sps's use power, not attribute enchant. I think I dont want to go so far with my calculatings.

about arcana power u need count that too certs/ passives often dont stack with buffs they are give + bonus but not affected by buffs, and from that u see lower % of increased power

I was checking at clanless, buffless SH without any certificate I even take off set from him and dyes +int

You wanted to say, that at last is balanced? I remember When was pvp 30 vs 30 at C4, I did 27 pvp xD - ppl were 2-3 shots without m crit(hw bug). At interlude I remember when Kikos was holding as the only one nuker (sps/ee), band of 100 enemy, trying pass through him near golky toi, he had only ee/sws and se/bd on his back ( wild magic augu). Now at last its ok.
