Account problem and why server still down?

The servers should be ONLINE now or not`?there was whritten max 48H. today is 30.12

and another question i lost Account if my E-mail adress is deleted coz i changed my provider?  for example t-online to KabelBW .....
coz i cannot log in with one account and im 100% sure the account name and passwort is not wrong.
