As I remember Disciple of Punishment is performing such attack pretty long, so I would suspect it's a melee skill.
They don't hit so hard with each hit - I farmed there a bit few days ago in a freaking Karmian and found the damage acceptable.

Have you played on retail IL server to tell it is bug? Because I think it has always been like that there.
