learn skills at stacksub

I dunno if it is allready asked but couldnt find it. If i am for example th, and sub at lvl 76 to pal. I have lvl 40 pal skills and lvl 50 th skills. But if i lvl to lvl 60,can i learn skills to lvl 70 then from th again then, or is it one time i have 10 lvl difference in skills?
