Cant make offhand

Hi, I can't make offhand from Naga Strorm. I tried in Girans Blacksmith, MOM (no such option), BOM (like previous). Bug, or?

off hand is DN feature,
so for sure naga as rare IL weapon was just forgotted to add to off hand list or whateva ;p

Naga storm is not added in list.
