Lancher problem

Hi, i have a problem, when i try to run the launcher nothing happens i've tried to run it as admin, turned off antivirus, turned off firewalls, but when i try to open the launcher. nothing happens. Also tried to use the full system and tried to enter by l2.exe and an error appears "can't find dsetup.dll" i downloaded that file,i've putted it inside system 32 folder and when i try to run l2.exe it says "files are corrupted, please full check". but i just can't do full check because as i said, i can't open the launcher. if someone knows about this tell me please, i really would like to play this server.

Uninstall L2 and re-install it with clean client.
Download our H5 launcher : http://www.dragon-network.net/download/DragonNetworkH5.zip
Put in L2 FOLDER (not system)
Disable antivirus  (*or add as exception)
Run launcher as ADMIN
WAIT
Select TITAN
FULL CHECK

START

as Track say BUT:
download and reinstal newest DirectX library and.... problem solved?

imo dont need reinstal game cos dsetup.dll is part of DirectX
and tip for the future:if some1 just copy dll files to any folder(f/e to folder system in windows) 1st must restart pc od use option "install library" cos os must have regged library..
