BUGGED CHAR

Hello there, i just realized that my char is kinda bugged, or i'm wrong Oo. The thing is like this, i have EE/SWS, rolling on EE stats. I am using:

#ITEMS
-Tallum robe set
-Tattoo lvl4 +6% Cast Speed
-WIT+4 / MEN-4

#BUFFS
-Acumen
-Serk
-POW

and i got only 929 casting speed ?!?!
