Just wondering if it is actually normal not to be able to use any debuff on wartags when they're not yet purple, to me it shouldn't be, but I might be wrong (?).

You can still use debuffs but you have to hold CTRL button if they are not flagged. Unless it's pvp zone, then you don't need to

everything works as it should, use CTRL if unflagged tag
