Well, I have the same problem here. Didn't re-instal L2 not Windows, I'm too lazy for it.
I did full check which was taking much more time than I normaly remember. All it had to do was replacing about 1,3 MB of L2_skilltime and SystemMsg and took about 1 minute for it. Should take like 10 sec max?

Solved, run updater as administrator
it will update itself then Start button will work from now on
