Real target and other debuffs

When i use Real target or violent temper it takes effect after a while, not immediately. First hit after real target does the same dmg as without, only second and afterwards it works ok. Is it supposed to be like this? Screen as proof. (and its 37% difference, doesnt fit into +-10% damage difference on each hit)
