2- I think the adena rates should match exp rates until lvl 40 only to afford d/c items from shop.
I don't believe your statement is accurate, price of player earned items regulates itself based on demand... regardless the rate. What you claim is bad for longevity of the project is in fact due to donator coins being used as a another currency. This generate a rapid inflation.
Basic rates are set like this, too high adena rate won't create any good in longetivy of project.
There are other factors modifying this base rate, runes, events.
