I have an idea:
allow join olympiad in class for spoiler/crafter (together) min players for example 10 to avoid transfer.
Dwarfs are not so many on servers, so maybe also allow that class joining only last week of months (so dwarfs will focus play oly in last days = more of dwarfs will be there)
Maybe its not the best system, its just an idea.

dwarfs should stick to their underground caves and watch their mouths,oly is for ppl over 1.5m
Point of dwarf hero anyway?
At DN, it's nothing more then easy-free bogs, olympiad already has so few people competing, there are by far not enough people for dwarf class-only fights, will just be another transfer festival anyway.
