is +1 max when u enchant a blow Element ? like Deadly blow +1 earth ? cause i spent 6 bog on 1 and +1 was the max while chances were 97% or so
Either you were terribly unlucky, or you have too low level for enchanting. The higher lvl your character has, the higher chance to enchant is. :)

my blows were hitting npc 5k without buff only +1 , before (+0) was 3k , and u think its not the max ?oO so if its +5 will be....:O
but still strange that i lost many bog and chances were 97%

u can see serious difference only doing elemental enchant on +1 (if your dagger has high enough attribute), after that difference is very small.
what about attr. lvl in dagger? is there difference between lvl 4 and lvl 9, while using skills?

Yup it is. Very big dmg difference, so rest ways of enchanting steal essence are pointless now.
Imo sorc/ol would pwn now, surrender to fire + fire vortex = very big dmg dealt from steal essence.
