Title: Robe Mastery level.

On 7x LVL I have only 16 lvl of Robe Mastery is it normal or just nerf? ...

It's normal, DN has universal masteries. Every class has the same masteries, but they have lower lvl, like bd or sws has lower heavy armor mastery like paladin or sk.
