Title: TOI / LOA Quests

Boost the drop amount for quests: Whisper of Dreams 1 and 2 and Legacy of Insolence.  Without Legacy of Insolence , Giants Cave quest is kinda useless.

This will be looked at and adjusted pretty much like the other quest at Giants Cave quest but after we have fixed all the banned players with items.
