I have a soulbounded angel slayer from the coin exchanger. I thought this could be converted to an off-hand parry but the blacksmith says i don't have the required items. Is this a bug or can you only enchant and put SA on these weapons?

If you're talking about the Kamael weapon, then you must know that it is not Angel Slayer, but Forgotten Sword ...

No I was talking about the dagger angel slayer. I got it with platinum coins at the coin exchanger in Heine. I tried a couple of blacksmiths but no luck with converting it to an off-hand dagger. :(
a soulbounded weapon cannot be traded or exchanged
