Can anyone tell me where to start this quest please? I can't seem to find the NPC for it.

just wondering, what is your level.. and what is level of guards, you killed?...
maybe your unluck is simply based on that you killed "blue" mobs?

omg ... u are right ... i am 85 , guards are blue in goddard and giran where i tryed that ... ty for info
where i can find guards that could drop k.e. for me ?
