I have noticed on my NE (retail) that anchor skill never landed, i have checked it during leveling on many mobs 40- 8x lvl.

Is it bugged? If yes please fix it.

works as should in 2 steps, 1st reducing atack speed, 2nd paralizing

It lnad just need time to work. You kill mobs fast so it does't has time to activate.
