Guess you need to find official way to do it.
So are you saying some quest is needed to NPC appeared? :P Damn with every chronicle its getting more and more difficult to exp a char :D
BTW have you seen my screen from rift with Dorian ? :D
I think he was sugesting that.. there is no such npc on off ;P
