If you have level 4 tattoo you can see the specs of level 4 empowered at the Tattoos Laboratory :)
Short story:
each tattoo level up by a fixed amount each level and you can choose which drawback give, empowered is like 2 levels up compared to lv4 but it gives both drawbacks of lv4.
there is a way to refill a empowerd tatto??? or when is time done its gone and i need to create a new 1??
