In the system folder, there is a file named "Options.ini" . You can ask any friend of yours to send it to you. Maybe it will be ok after that. If not,log 1 client only, just make it like you want from game,and quit normally. The client itself must save the configuration you made last time.
If it's not saving, so there is problem with your client, reinstall.

I think it's more more complicated. I know how works options.ini and i did how U said many times. When i change settings and turn off game i get crit error:

History: UObject::SavePackage <- SaveCrestPackage <- UGameEngine::Tick <- UpdateWorld <- MainLoop

About client, i reinstalled it 3 times (3 different) and always was same.

1) Solution : Install program (AMD Dual-Core Optimizer), or update it.

2) Solution:
Delete Crest.utx from folder Systextures and install latest patch with files replacement.

3) Solution:
Delete Animations folder and reinstall patch.

Problem is, there isn't file like this in this folder :D

I took this file from my friend, and it didn't change anything.
Also i got some interesting info. When i open game i have something like this in right-down corner:
(http://imagizer.imageshack.us/v2/xq90/132/u5mt.jpg) (https://imageshack.com/i/3ou5mtj)
I though everyone have it, but as my friend said, he hasn't. Could it be source of my problems?
And how to delete this keyboard security??

Nothing changed after 4th reinstall. I took clean client, made full check... and nothing. Everytime when i make relog, i get crit error and all settings back to basic.
Also, this keyboard security is still there. How?!

History: UGameEngine::Tick <- UpdateWorld <- MainLoop

Solution:
Install program (AMD Dual-Core Optimizer)

4) History: UObject::SavePackage <- SaveCrestPackage <- CClientSocket::OnUserNetmessage <- UWindowsViewport::ViewportWndProc <- WWindow::StaticProc <- DispatchMessage <- 0004048C 1288 <- MessagePump <- MainLoop

Solution:
Delete Crest.utx from folder Systextures and install latest patch with files replacement.

Keyboard Security module failed to load

Solution:
Various solutions, not mentioned correctly. It's caused from USB keyboards in various computer configurations. 1 of them is to disable eastern asian language support. Others are here : http://l2dex.wikispaces.com/Common+Error+Solutions

I had same thing. When i start game there is window with option about protection - just uncheck protection and u will be able to save your options and u won't have this message on login. You have to always do it when u start game.
