Well first thing not sure if this bug was said yet.
Second not sure if festival should give clan point's
but the clan I in (CarpeDiem) went there once every week the lest 4 weeks and festival doesn't give clan points.
So just though to let gm know

I can not get any info about what you have asked, so i assume it is working as it should. If you manage to find different info (provide me source) i will be able to check it more deeply.
