Same damage with and w/o Surrender To Water. I tried on mobs too.

for u not, but for me :]
You don't reach a attribute breakpoint. All depends on it. Pratical example? Hit a giran NPC with weapon +0 attribute. Now put one stone. Damage is the same. Now reach 35 or something attribute. Now dmg changed right? All about breakpoints. This ain't IL or Gracia. Its HB.
Boost from surrender isn't 30% more dmg with water skills as it used to be on custom c4-like hb that we had before here, it's effect is now: removing certain type of prophet resist + lowering target's attribute defense.
On this particular screen you already hit max dmg breakpoint probably, so the dmg with surrender ON doesn't change.

mhh then it only reduces water resistance if the opponent has something to reduce, true?

Yeah. But imagine oponent has 20 resist. If u remove those 20 won't happen anything since the +20 resist doesn't reach any "breakpoint".
Im not sure the values of breakpoints, there was some graph out there..

Hmm so according to this chart.. when someone has 150 element attack and skill enchant +30 on element, that's 200 element attack. Add surrender and vortex = 240 element attack.
So it would make no difference if someone has 100 resist or 160 resist (both 40%). And having 50 resist would only be 20% more damage.
Doesn't quite fit those topics where people said about magic damage, it's *huge* difference if you have under 100 resist...
