realy ? login down ?

I can't log in to servers due to server having this shityy log in down, i remember this last time back in 2008 or near that time don't really remember, it was happening was because too many players were logged into game, so it's full and no possible for others,
if that's is the case, then why bother bring more people to the server, when already the game can't be played because of traffic. So perhaps the server can be upgraded or something for more slots, and then start bringing more people, i mean that's is only smart, rather then bring more people see that they can't play and complain, and automatically make bad fame for server and network.
And we are 2013, are those problems should've been fixed by now ?
PS I M GONNA POST THIS HERE AND AT BUG REPORT SO THIS CAN BE SEEN BY GMs
