Newbie Guide for humans

Hello. I'm new on the server.
I have a problem with buffs from npc Newbie Guide. He tells me that I have for high level.
My lvl is 9, human fighter. Ehecked whether the problem also appears in Elfs. Elves buff works.

Edit: Blessing of protection also do not work.

That newbie buffs stuff works only for first character on your account. Is it such case here?
