The letter on donny is for last noble part. After you buy bring it to caradine and talk for the last quest to finish it.

That's what I thought aswell so I bought it on my lvl 75 retail, went to Caradine but there's no option for me to pick part 4. All she says is "this quest is for those who have finished possesor of precious soul part 2 blabla.. or something, I can screenshot it when I get home.
