Soul Barrier enchant bug?

So i have enchanted Soul Barrier +10, and as description says, should be for 20 seconds as shown here:

when i use it, it adds like 3 seconds, and lasts 13 secs.

Is it bug or intentional change?

it is added from gracia route and as far as i remember (i've read it somewhere in past announcements) it gives 20s on +30. (nerfed on purpose)
