These things I found while searching in a database with L2 scripts.
You know DN's rules, so don't overtrust this.
Finisterre must confirm it.

MORTAL STRIKE:
Blow rate +40%
Lethal rate +90%


CRITICAL BLOW (the buff):
Blow rate +40%
Lethal rate +50%


BLINDING BLOW:
Chance to make target face caster with its back: 45% // not sure if the chance there was for THIS exactly
Speed +40%


FOCUS DEATH:
All sides critical rate -30%;
All sides blow rate +60%;
Front critical damage -30%;
Back critical damage +90%;


FOCUS CHANCE:
Front critical rate: -30%;
Sideways critical rate: +30%;
Back critical rate: +60%;


FOCUS POWER:
Front critical damage: -30%;
Sideways critical damage: +30%;
Back critical damage: +60%;

Lethal rate +90% -- I never felt lethal rate bonus while testing mortal strike by launching thousands of blow. Rate was always IK - about 2%, half kill - about 5% (seems it differs on each blow skill)

Speed +40% -- It's not 40%. +40 in official and it changes in DN by armor type.


FOCUS DEATH:
All sides critical rate -30%; -- It does not change the overall critical rate directly like focus chance. It's simply -30% crit on status.
All sides blow rate +60%;
Front critical damage -30%;
Back critical damage +90%;


FOCUS CHANCE: -- As I wrote above, it changes the overall critical rate. With 500 crit, we meet the limit of normal critical hit but focus chance effect is applied to overall critical rate. e.g 500 crit on status = about 55% crit rate from front, 70% from back > with focus chance from back = 100% (0.7 * 1.6 = 1.12 ?)

It's known that Focus Chance changes the blow land rate by directions either. -30% from front, +30% side, +60% back.


Front critical rate: -30%;
Sideways critical rate: +30%;
Back critical rate: +60%;


FOCUS POWER:
Front critical damage: -30%;
Sideways critical damage: +30%;
Back critical damage: +60%;

All of those critical damage bonus' efficiency on focus skills of daggers are halved on blow damage calculation.
It's said that the limit of blow land rate is around 80% in official. (Only backstab can reach 100%.)

Lethal rate was nerfed I think because it was too overpowered. Basically all skills have lethal1 = 5 which means 5% base chance for half lethal and lethal2= 2 = 2% chance for full lethal. With the nerf, MS does not increase the lethal rate.
Don't know about CB, but I hear a lot of complains about AlexShadowdagger's lethals ;D (he is TH/WL)

Actually in the Data Base skills Deadly Blow and Backstab had their lethal2 val removed. Seems someone cries a lot about lethal strikes xD

Blow.java (http://www.l2jserver.com/svn/branches/L2_GameServer_T2.1/java/net/sf/l2j/gameserver/handler/skillhandlers/Blow.java)
And 1 more script to set blow skill character is required (at least).

On L2j server using this script (CT2.1),

Base value (chance in the formula) is Front = 50, Side = 60, Behind = 70
(getDEX - 20 / 100) influences blow land rate. I don't know if getDEX refers base DEX value of each race or DEX on status window.

STR bonus (sample : STR 28 = 0.78 .... STR 38 = 1.12 .... STR 48 = 1.59) influences skill critical rate. STR bonus refers STR on status window.
Base crit rate * 10 * STR bonus / 1000 (?)
