enchanting chance

Hi i open new topic because im not sure if this is bug but imho no. Anyway i enchant today 2 times bow from +3 to +4 with blessed ench and both times failed to +0 i want just ask if are on scrolls of enchant good enchanting chance? thanks for help (btw i have screens if it is bugged xDD))

There is nothing wrong with enchants normal nor blessed its just bad luck because i saw ppl today making 5-6-7 without any problem
