Hummm to have access to HB island u need :

1- Go at Island Prayers, by Aligator Island
2- Next to the 2 tower on your map he have a NPC, you take the quest
3- Go to Wasteland by Gludin, you will found a NPC call Palme or something like this... she will tell u to go back to the first one
4- Back to the first NPC at Isle Prayer, you need to talk to him 2 time, one for finish quest, and one for start new one
5- Go to gludin magic shop, and talk to the NPC at left of the entrance... i dont remember is name... when it done, you have access to HB

where did you get those numbers?
it was 80 +20

80/20 is the special feature of dragon network. rest of the lineage2 planet need just 56/14. but on dn u dont need to colect trust points for hb so...i think is ok.
