Many passives actually work, but ppl expect some superb boost, and it gives only a little... Like Quick step +10 gives ~1 to speed ;p So basicly its waste of bogs

true, also many passiv work, with very good boost, as 'tips', summon lore and passiv c.speed are very cool.
I never checked the effect of the one lowering the mp cost although, divine something

so what is the difference between +1 and +10?
if +10 gives only +1 it means it doesnt work

Not rly it just means that ever +1 on skill increase effectivness less than 1, maybe +0.002 i dunno. So u actually cant see the difference.

how to explain this: when u enchant fast spell casting every +1 on enchant gives u +1 to cast, if it works with that why it doesnt work with others similar skils?

Cuz u have 1k or 2k casting speed and only 150 speed. And +1 if u have 2k is much less than +1 for 150.
+10 casting speed is nothing u wouldnt even noutice it, but +10 speed or evasion is quite big value.

I've tried to enchant 'Dual Sword Mastery' with power. Every +1 gave me +5 - +10 p.atk (unbuffed). I did till +9, the effect is not big, but it works .
