buff shield not work after downtime

Buff shield not work after downtime  - may you Track look on that ( if is not disabled on reason). We recive buff shield icon on buff bar but, but only this - there is not effect cuz you may recive buff from others.

If we don't have NPC server is stable.When they came up we got one more DC, so just disable NPC's and the problem will be solved.
