Dynasty Crusher SA not working properly

I put Risk Focus on my Dynasty Crusher and bonust must be to add + 165 focus when HP it's under 60%
so, when i hand it with buffs and full HP I have 65 critical rate , but when my HP going under this 60% - my critical rate is rise up to 189 critical rate

65+165 = 230
in real   41 critical rate just missing   

p.s    I didnt found  BUG REPORT   section

yes, working  - add 000 dmg on critical hit
