My chars NemanjaVidic and Ciglana are in some kind of jail
Is that perma or not, need just yes or no, to stop play here or no?

probably yes. I didn't jail/ban you so protocol probably did and if protocol sent your chars to jail without talking to you they were probably afk botting.

Is this normall that u can summon ppl from jail? If yes than it is like  jail in RL without guards, bars, walls

BTW gm play in excidium, becouse after i asked friend form exci to some 1with gate chant  summon me out of jail, i got back in jail in 10 second ^^
