if you consider 27% should be at least 1:4 i can proove it easily you are wrong by saying that after i failed 10 times in a row +3 to +4 3rd skill  which was 34% i started use only master bogs. If you are gonna say that other is the % it says and other the actual % i can assure you that the % of skill enchant is taken directly from the database and gm's can't fool you with this. It's just plain luck like the fact sometimes when i play w/o any ue and got lets say 1 hit 1 miss (repeat) happend to open ue and got 3-4 hits in a row and after all missed. Wasn't just luck?
